Tudigong and Tudipo are husband and wife, the local earth god and his consort who together watch over the affairs of a village or neighborhood, often depicted as a kindly elderly couple in shrines throughout China.
Chenghuang, the city gods, oversee the Tudigong (earth gods) as their direct superiors in the celestial bureaucracy. Tudigong report local affairs upward to the Chenghuang, who govern at the municipal level.
Tudigong serves as the lowest-ranking official in the Jade Emperor's celestial bureaucracy, overseeing local land and community affairs and reporting upward through the divine administrative chain.
