When Kaikeyi's scheming won him Rama's throne, Bharata marched into the forest to beg his brother to return. Rama refused. So Bharata took his brother's wooden sandals, placed them on the royal seat, and governed Ayodhya for fourteen years as a servant to a pair of shoes.

Kaikeyi's Boons and Bharata's Absence
Bharata was the son of King Dasharatha and his second queen Kaikeyi. At the time of Rama's exile, Bharata was away visiting his maternal grandfather in the kingdom of Kekaya. His mother Kaikeyi, manipulated by her maid Manthara, had used two boons owed to her by Dasharatha to demand that Rama be banished to the forest for fourteen years and that Bharata be crowned king in his place. Dasharatha, bound by his word, reluctantly complied and died of heartbreak shortly after Rama's departure. Bharata knew nothing of these events until he was summoned back to Ayodhya.
The Journey to Chitrakuta
When Bharata returned and learned what his mother had done, he was stricken with grief and fury. He publicly denounced Kaikeyi's actions and refused the throne she had secured for him. Determined to bring Rama back, Bharata marched with the entire court and army to the forest of Chitrakuta where Rama had settled. He fell at Rama's feet and begged him to return and rule as the rightful king. Rama, however, would not break his father's word. He insisted on completing the full fourteen years of exile and instructed Bharata to govern Ayodhya in his absence.
The Regent of Nandigrama
Bharata accepted Rama's decision but refused to sit on the throne himself. He took Rama's wooden sandals and placed them upon the royal seat as symbols of Rama's sovereignty, declaring that he would rule only as his brother's servant. He withdrew from the palace to the village of Nandigrama, where he lived as an ascetic, wearing matted hair and bark garments, administering the kingdom while awaiting Rama's return. For fourteen years Bharata governed Ayodhya faithfully, consulting the sandals before every royal decision. When Rama finally returned, Bharata rushed to greet him and surrendered the kingdom with joy.
