Earl of Wind who descended from Cheonsang with Hwanung to govern the skies over Mount Taebaek. Alongside Usa the Rain Master and Unsa the Cloud Master, Pungbaek completed the weather triad: without his winds to carry moisture across the land, clouds would stagnate and rain would never reach the fields.

The Wind Lord
The Samguk Yusa records that Hwanin, Lord of Heaven, granted his son Hwanung three Cheonbuin (Heavenly Seals) and three thousand followers for his descent to Mount Taebaek. Among this host, three weather ministers held the highest positions: Pungbaek the Wind Lord, Usa the Rain Master, and Unsa the Cloud Master. Together they regulated weather, agriculture, and the 360-odd affairs of human existence.
Pungbaek governed the wind. Without him to drive moisture-laden clouds across the landscape, Unsa's clouds would stagnate and Usa's rain would fall unevenly. While Hwanung carried out his civilizing mission, receiving Ungnyeo after her transformation in the cave and fathering Dangun, the three ministers maintained the natural order that made human settlement possible. His title, baek (伯, Earl), marks his noble rank within the celestial court that descended to govern the natural world.
