Description
When Hwanung descended from heaven to Mount Taebaek, he brought three ministers to govern the sky: Pungbaek for wind, Usa for rain, and Unsa for clouds. The Samguk Yusa names all three together, a divine weather administration that made the first human civilization possible.

The Descent to Mount Taebaek
The Samguk Yusa records that Hwanin, Lord of Heaven, granted his son Hwanung three Heavenly Seals and three thousand followers for his descent to the mortal world. Among this host, three ministers held the highest positions: Pungbaek the Wind Lord, Usa the Rain Master, and Unsa the Cloud Master. They descended together to Mount Taebaek, where Hwanung established Sinsi, the City of God, and set about governing the 360 affairs of human existence.
Unsa's charge was the clouds. While Hwanung received Ungnyeo after her transformation in the cave and fathered Dangun, the three ministers maintained the natural order overhead. Wind, rain, and cloud worked in concert under Hwanung's direction, making agriculture and settlement possible on the earth below. The Samguk Yusa names them not as independent powers but as a single administration of the sky.
